"Silver Bells" was first performed by Bob Hope and Marilyn Maxwell in the motion picture The Lemon Drop Kid, and released in March 1951.
But, one of my first memories of someone singing "Silver Bells" was Bing Crosby & later Frank Sinatra.

I seem to remember Perry Como singing this too? One of these years I'm going to get myself to NYC for a TRUE "Christmas in the City". I love the busy-ness of city streets during the holiday season.
